I am not well enough versed in the recent history of ethics to be able to identify with assurance the first clear statement in modern times of what came to be known as the Emotive theory. Of course, there are a lot of psychological and emotional considerations in this process of internalizing a moral and value code, but I'm not going to discuss these here. A flaw that shows up in legislating is that what might be best for each individual district taken separately may not be what is best for all taken together -- just as in a basketball game where each person's trying to score the most points s/he can may not give the team the most points it could have had, had players been less selfish.
